Madagascar - Public Sector Performance Project : environmental assessment : Cadre de gestion environnementale et sociale (Francês)

The development objective of the Public Sector Performance Project for Madagascar is to achieve good governance in the public sector and is based on two pillars: (i) Extension of the tax space and (ii) increase the effectiveness of local administrations. Some of the negative impacts include: (i) social conflict related to site selection; (ii) risk of accidents for users if the site is inadequate to the achieved infrastructure; (iii) contamination of soil and water by feces when camp does not respect the rules of hygiene; (iv) accentuation of soil erosion due to the extraction of local materials; (v) traffic accident during work; (vi) the company's employees work accidents; (vii) scattering of site waste and packaging; (viii) pollution by waste from the operation of completed infrastructure. Some of the mitigation measures include: (i) capacity building of those responsible for the implementation of the Environmental and Social Management Framework (ESMF), (ii) environmental selection of the sub-project, (iii) the insertion of environmental and social management plan and environmental clauses in the tender document (iv) the award of contracts, (v) the implementation of environmental measures by stakeholders (vi) monitoring and evaluation of the implementation implemented.
